I've never heard of Spillman.

Yeah this is incredible. It's just like you were saying in the campaign. Mulholland and his aqueduct are both rotten to the core.

Many of these were cribbed from a book by W.T. Spillman called The Conspiracy, which went to great lengths to prove the city's new water source was less about civic interest and more about personal profiteering.
