The first book I'd recommend is one by Jerry Mashaw called Creating the Administrative Constitution. It was one of the first in this line of cases looking historically and traces out all of the ways we had a robust and developing administrative state in the first 100 years after the Constitution was adopted. And it's a great read. It's a classic.
